China proposes AI Capacity-Building Action Plan for Good and for All
The Ministry of Foreign Affairs of the People's Republic of China and the Chinese Embassy in Angola have announced to issue the AI Capacity-Building Action Plan for Good and for All.
The Action Plan aims to bridge the artificial intelligence (AI) and digital divides, especially to help the Global South benefit equitably from AI developments.
China proposed the AI Capacity-Building Action Plan for Good and for All in order to promote the implementation of the United Nations (UN) 2030 Agenda for Sustainable Development, through North-South, South-South and triangular cooperation, and uphold the central and coordinating role of the UN in international development cooperation.
Vision and Goals
The Action Plan aims to promote AI and digital Infrastructure connectivity by improving the global layout and interoperability of AI and digital infrastructure, and to develop AI technologies and services for developing countries.
It will explore ways for AI to empower the real economy across all fields, chains and scenarios so as to advance the empowering application of AI in areas such as industrial manufacturing, traditional agriculture, green transition and biodiversity conservation.
Under this Action Plan, China will enhance AI literacy and strengthen personnel training by carrying out exchange and training of AI professionals, increasing the sharing of expertise and best practices, promoting AI literacy among the public, protecting and strengthening the digital and AI rights of women and children.
China will improve AI data security and diversity to ensure global data-sharing and data security, so as to eliminate racism, discrimination, and other forms of algorithmic bias, and promote, protect and preserve cultural diversity.
China is ready to better synergize AI strategies and strengthen policy exchanges, actively share policies and technical practices in AI testing, evaluation, certification, and regulation, and jointly address AI risks related to ethics, safety and security.
The Chinese government will hold AI workshops and seminars primarily aimed at fellow developing countries by the end of 2025. China will actively work with other countries to jointly carry out AI education and exchange programs, build joint laboratories and international cooperation platforms, to promote AI technology and its applications and share relevant AI education resources.
China is ready to work with other countries, especially fellow developing countries, to tap the potential of AI in green development, climate change response and biodiversity conservation, thereby contributing to global climate governance and sustainable development.
Inclusiveness and diversity
China stresses the importance of promoting equality and diversity in AI data sets to eliminate racism, discrimination, and other forms of algorithmic bias, and preserve language and cultural diversity with AI technologies.
The Action Plan reflects China's commitment to multilateralism and international cooperation. China will work actively to fully implement the U.N. General Assembly Resolution on Enhancing International Cooperation on Capacity-Building of Artificial Intelligence (A/RES/78/311), helping other countries benefit equitably from AI developments through international collaboration.
Global impact
The Action Plan proposed by China will transform AI applications in many countries, especially in fellow developing counties. By promoting AI capacity-building, it will not only bridge the digital divides, but also contribute to economic and social progress on a global scale.
